Options d'immigration Canadienne pour les francophones au Canada
Ces dernières années, Immigration, Réfugiés et Citoyenneté Canada (IRCC) a clairement indiqué que l’immigration francophone est une priorité clé et permanente. De nombreuses options existent pour les francophones qui cherchent à immigrer au Canada, et cet article de blog discutera de ces possibilités.
1. Système Entrée Express – Sélection basée sur les catégories
Le système Entrée Express est la principale voie d'accès au Canada pour les immigrants qualifiés qui souhaitent s'établir de façon permanente. Récemment, IRCC a lancé des tirages Entrée Express par catégorie, dans lesquels les candidats du bassin Entrée Express sont invités à postuler pour la résidence permanente dans une catégorie spécifique établie par le ministre pour atteindre un objectif économique identifié. La maîtrise de la langue française est l’une des catégories reconnues d’IRCC.
Le 18 juillet 2024, IRCC a émis 1 800 invitations à présenter une demande de résidence permanente à des candidats maîtrisant le français. La note minimale requise du système de classement global (SCG) était de 400. Cette sélection basée sur les catégories est inférieure au plus récent tirage au sort général de la classe de l'expérience canadienne, qui exigeait une note minimale de 515 pour être invité à présenter une demande de résidence permanente.
2. Permis de travail Mobilité francophone
Le permis de travail Mobilité francophone offre la possibilité aux travailleurs étrangers francophones de travailler au Canada sans évaluation du marché du travail (EIMT) si le demandeur maîtrise le français et a une offre d'emploi auprès d'un employeur à l'extérieur du Québec. Les candidats au programme de Mobilité francophone doivent démontrer qu'ils satisfont aux conditions générales d'admissibilité à un permis de travail, qu'ils ont l'intention de travailler dans une province ou un territoire à l'extérieur du Québec et qu'ils possèdent des compétences d'expression et d'écoute de la langue française de niveau intermédiaire. Les candidats doivent également avoir une offre d'emploi pour un poste dans n'importe quelle catégorie FEER (formation, éducation, expérience et responsabilités) (autre que les professions agricoles FEER 4 et 5).
3. Programmes des candidats des provinces (PCP)
De nombreuses provinces et territoires canadiens gèrent des PCP qui nomment des personnes possédant des compétences et une expérience ciblées par leur économie locale. Plusieurs provinces ont des volets ou des catégories spécifiques pour les francophones, comme le volet des travailleurs qualifiés d'expression française de l'Ontario au sein de son programme ontarien des candidats à l'immigration (POCI).
4. Expérience Internationale Canada
Bien que ce programme ne s'adresse pas spécifiquement aux travailleurs étrangers francophones, le programme offre aux personnes de divers pays francophones la possibilité d'acquérir une expérience de travail au Canada. Ces pays comprennent la France, la Suisse, le Luxembourg et la Belgique. Diverses filières sont disponibles dans le cadre du programme EIC, notamment un permis de travail pour jeunes professionnels et un visa vacances-travail.

Canadian Immigration Options for French Speakers to Canada
In recent years, Immigration, Refugees and Citizenship Canada (IRCC) has made clear that Francophone immigration is a key and permanent priority. Many options exist for French-speakers who are looking to immigrate to Canada, and this blog post will discuss these possibilities.
1. Express Entry System – Category-based selection
The Express Entry system is Canada's primary pathway for skilled immigrants who wish to settle permanently. Recently, IRCC has introduced category-based Express Entry draws, in which candidates in the Express Entry pool are invited to apply through a specific category established by the Minister to meet an identified economic goal. French-language proficiency is one of IRCC’s recognized categories.
On July 18, 2024, IRCC issued 1,800 Invitations to Apply for permanent residence for candidates with French language proficiency. The minimum Comprehensive Ranking System (CRS) score required was 400. This category-based selection is lower than the most recent general Canadian Experience Class draw, which required a minimum score of 515 in order to be invited to apply for permanent residence.
2. Francophone Mobility Work Permit
The Francophone mobility work permit provides opportunities French-speaking foreign workers to work in Canada without a labour market assessment (LMIA) if the applicant is proficient in French and has a job offer with an employer outside of Quebec. Applicants under the Francophone Mobility Program are required to demonstrate that they meet the general eligibility requirements for a work permit, that they intend to work in a province or territory outside of Quebec, and that they have intermediate level French language speaking and listening skills. Applicants are also required to have an offer of employment for a position with any TEER (Training, Education, Experience, and Responsibilities) category (other than TEER 4 and 5 agricultural occupations).
3. Provincial Nominee Programs (PNP)
Many Canadian provinces and territories operate PNPs that nominate individuals with skills and experience targeted by their local economies. Several provinces have specific streams or categories for French speakers, such as Ontario’s French-Speaking Skilled Worker Stream within its Ontario Immigrant Nominee Program (OINP).
4. International Experience Canada
Although this program is not specifically for French-speaking foreign workers, the program provides opportunities for individuals from various French-speaking countries to gain work experience in Canada. These countries include France, Switzerland, Luxembourg, and Belgium. Various streams are available under the IEC program, including a Young Professionals work permit and a Working Holiday visa.
Looking ahead:
Immigration for French-speakers is a clear priority of IRCC, and additional opportunities are likely to arise in the coming months. In March 2024, IRCC announced that a new program will be launched in fall 2024 for French-speakers looking to immigrate and work in rural and smaller communities. The details for this program have not yet been announced, but we will share them when they are available.
